The true cost of an office: a TCO guide for tenants

Rent is only 60%–75% of the monthly cost. How to build a total cost of ownership calculation — service charges, municipal tax, parking, fit-out and electricity — and compare properties on one basis.

Why rental price is misleading

Two offices offered at 150 ₪ per m². In one service charges are 15 ₪ and municipal tax is low; in the other service charges are 28 ₪ and tax is double. The true gap between these "same prices" can reach 20% or more of the total monthly cost.

TCO — total cost of ownership — translates every cost component into one monthly figure. This is the tool that makes it possible to compare apples to apples.

Components 1–2: Rent and service charges

Basic rent is the largest component, typically 60%–75% of total cost. Added to this are service charges — in new towers usually 15–30 ₪ per m² per month.

Pay attention to the calculation basis: both are calculated on gross area, including proportional share in public areas. A high loading factor makes both components more expensive at once.

Component 3: Municipal tax

Municipal tax is calculated annually by official city rate per m², and is effectively paid in bi-monthly instalments. In expensive central cities the office rate stands at 320–450 ₪ per m² per year — that is, 27–38 ₪ per m² per month, a material addition.

This is the component most worth checking before choosing a city: in the periphery rates fall below 150 ₪ per m² per year.

Component 4: Parking

Parking in an office tower is priced separately, usually 400–900 ₪ per space per month in central cities. A business with a fleet or employees who drive can discover an addition of thousands of shekels per month.

In the TCO calculation multiply the number of required spaces by the price per space — and don't forget to check for alternatives: nearby public car park or flexible subletting arrangements.

Component 5: Fit-out and alterations, spread over the term

The one-time investment in adapting raw space spreads into monthly cost when distributed over the contract term. A renovation of 180,000 ₪ over a 36-month contract adds 5,000 ₪ per month to the calculation — not negligible for a mid-size office.

So contract length matters: the same renovation over a 60-month contract "costs" 3,000 ₪ per month. This is also why space that's already fitted (Plug & Play) commands a real premium.

How it connects: a numerical example

A 142 m² office at 165 ₪ per m²: rent 23,430 ₪. Service charges 22 ₪ per m² — another 3,124 ₪. Municipal tax at 78 ₪ per m² per year — approximately 923 ₪ per month. Three parking spaces at 620 ₪ — 1,860 ₪. Fit-out of 180,000 ₪ spread over 36 months — 5,000 ₪.

Total: approximately 34,300 ₪ per month, or approximately 242 ₪ per m² — a gap of 47% above "the price in the listing". This is exactly what Walz's total cost calculator does, including automatic fill from saved property data.
